Aqualectra considers Dynaf to be a professional party and one of the experts in this field of business,
capable to make a competitive and well documented bid on short notice. In the RFP the
requirements for a bid regarding a 10 MW temporary power plant, as well as the bidding process
itself, were outlined. In its RFP, Aqualectra furthermore made it very clear that, although the
proposed price was considered an important element, a bidder should most certainly take into
account all other requirements in the RFP. Inter alia timely delivery of the plant and clarity on
documentation were considered important elements.

of Aqualectra. Moreover, the bid was based on one engineer working a 12 hour shift, whereas
the RFP clearly mentions a 16 hour normal operation day. A 16 hour operation, would mean

account shift changes, vacation, days off and sick leave. Allocating these costs to Aqualectra
would in our opinion accrue to at least USD 25,000.- per month In additional costs, which costs
were considered in our evaluation.
