13. In het onderhavige geval is bij het uitleveringsverzoek gevoegd een affidavit in support of request for extradition. Dit houdt voor zover hier van belang in:
"4. An investigation by the King George County Sheriff's Office revealed that the subject of this extradition request, [de opgeëiste persoon], repeatedly sexually assaulted [slachtoffer], whose date of birth is [geboortedatum], 1994, during the month of June 2002.
The primary investigating officer in these matters was Detective [verbalisant 2] of the King George County Sheriff's Office. On July 3, 2002, Special Agent [verbalisant 3] of the Naval Criminal Investigative Service in King Bay, Georgia reported to Detective [verbalisant 2] that 7-year-old [slachtoffer] had been sexually assaulted while visiting her grandmother, [getuige], during the early summer of 2002.
Detective [verbalisant 2] requested that Special Agent [verbalisant 3] conduct a video interview of the victim, and also have the victim undergo a medical physical examination for evidence of sexual abuse.
Special Agent [verbalisant 3] also provided Detective [verbalisant 2] with an incident report taken by Carol Miller Lester, a therapist with Family Services of the United States Navy. The report indicated that the victim's mother, [betrokkene 1], had concerns that the victim may have been sexually abused while visiting her grandmother, [getuige], in King George, Virginia.
According to the report, the therapist also spoke to the victim's grandmother, [getuige], on June 25, 2002. [Getuige] told the therapist that the victim had told her that her boyfriend, [de opgeëiste persoon], had walked around the home naked, had the victim touch his penis, ejaculated on the victim, and had the victim get into bed with him while he was naked.
Based on the report, Detective [verbalisant 2] interviewed [getuige], on July 8, 2002. [Getuige] told Detective [verbalisant 2] that she had lived with [de opgeëiste persoon] for three-and-a-half years, and that they moved to King George County in January 2002.
[Getuige] further told Detective [verbalisant 2] that the victim, [slachtoffer], arrived for a summer visit with her in late May 2002. At that time, [de opgeëiste persoon] was working in Mexico, but returned shortly after the victim's arrival. [Getuige] noticed that at that time, the victim began acting differently.
[Getuige] went on to tell Detective [verbalisant 2] that the victim told her that [de opgeëiste persoon] had taken her clothes off, and had her lay naked with him. The victim also told her grandmother that [de opgeëiste persoon] made her kiss his penis, put his penis between her legs, and put his finger inside of her private parts.
On July 12, 2002, Detective [verbalisant 2] received a copy of a forensic examination that was conducted on the victim. The report was a Southeast Georgia Forensic Nursing, Inc. Child Documentation Report. It was signed by L. Harper, a registered nurse. The Examiner's Diagnostic Impression was a "Normal Examination, Consistent with the types of sexual acts described." [Slachtoffer] also told Nurse Harper that [de opgeëiste persoon] had put his fingers in her private parts.
On July 22, 2002, Detective [verbalisant 2] reviewed a videotaped interview of the victim that had been conducted by Pam Woods of the Golden Isle Children Center in Brunswick, Georgia. In this interview, the victim told Ms. Woods on several occasions that [de opgeëiste persoon] touched her breasts, her vagina and her buttocks. The victim also described having to touch [de opgeëiste persoon]' penis, and his being naked and ejaculating. The victim indicated that these acts took place at her grandmother's house in King George.
On September 3, 2002, Detective [verbalisant 2] and Captain [verbalisant 5] of the King George County Sheriff's Office interviewed [de opgeëiste persoon]. [De opgeëiste persoon] admitted to seeing the victim naked on one occasion when she was behind a shower curtain at the house in King George.
Shortly after that interview, on September 5, 2002, [de opgeëiste persoon] submitted voluntarily to a polygraph examination conducted by Special Agent [verbalisant 4] of the Virginia State Police. The results of the examination showed that [de opgeëiste persoon] was being deceptive regarding responses to his contact with the victim, and he was interviewed again shortly after the polygraph.
During this second interview, [de opgeëiste persoon] stated that he was sorry for the things that happened with [slachtoffer]. [De opgeëiste persoon] admitted having been in his bed under the covers, masturbating on one occasion when the victim came in, fully clothed. [De opgeëiste persoon] said that somehow the victim's hand came in contact with his penis.
[De opgeëiste persoon] further admitted in the second interview that he had touched [slachtoffer haar] vagina, and he was sorry, but it was done when he offered to help her dry off after a shower.
Finally, in the second interview, [de opgeëiste persoon] admitted to another incident when the victim was getting ready for a bath and walked into his bedroom. [De opgeëiste persoon] claimed they walked backwards and fell onto his bed. [De opgeëiste persoon] said the victim's towel started to slip off and when he grabbed for it, he may have accidentally touched her vagina and buttocks."
