In relation with the concrete protection in case of serious threats the Department informs that in prisons is ensured the concrete and targeted protection of prisoners in case of existing the serious threats. For example, relocation to another cell or ward for prevention direct contact with the sources of potential endangerment. Relocation to another block, if reinforced protection is required. Relocation to another prison, if other measures are ineffective or inappropriate.
In situations when the relocation is not possible or is ineffective, the officials of prisons are conducting reinforced supervision (monitoring) of prisoner, including the regular checks of the cells and wards. The video-surveillance cameras are being used for identification of conflicts and situations of endangerment. In addition, the prisons' officials are rapidly responding to any threats. In case of endangerment any prisoner may at any time during the day and night to apply to the official responsible for 24-hours supervision of prisoners.
(…) Hence in prisons of the Republic of Latvia is ensured targeted and efficient protection of prisoners on the grounds of the individual risks assessment and by applying the most appropriate security measures.
The uninterrupted surveillance is ensured in prisons of the Republic of Latvia, the officials can be rapidly accessed, that guarantees that any prisoner may at any time directly apply to any official of prison in case of endangerment.
Prisoner may refer to the officials by using several mechanisms: during the daily numeric inspections - the prisoner may directly contact the staff; an alarm button in a cell - a signal is immediately sent to supervisors; knocking at the cell door - the prisoner may attract the staffs attention; application for a conversation with the chief of the prison or his/her deputy, officials of the Security, Supervision, Resocialization Unit, etc. For example, the officials from the Supervision Unit take regime measures on a regular basis, during which they are in visible and accessible places for prisoners while performing the checks and rounds (…) Such system ensures that prisoners always have a chance to contact the official, in not an apparent or direct way, on case-to-case basis.
If prisoner informs about the endangerment, the official shall immediately assess the situation and take any required protective measures, for example, shall relocate the prisoner to another cell or more secure room, reinforce the supervision and video surveillance, perform the operational investigation of the situation occurred in order to identify the source of threats and to prevent any repeated endangerment.
In prisons of the Republic of Latvia a broad and different communication system is ensured that enables the prisoners to directly refer to the officials at any time. Every official who is performing the job duties at that time shall be responsible for prompt respond to the complaint from the prisoner or to the request for assistance in order to provide their safety and to prevent any possible risks to their life and health.
The officials responsible for the supervision of prisoners are placed in the strategically important prison posts ensuring uninterrupted supervision and response in cases of endangerment. The job duties of officials are divided in a such way so that to ensure constant supervision of all prisoners according to the laid down regime and requirements of the internal rules. The job duties of officials include, for example, mandatory isolation and control of prisoners; response in situations where expedient assistance or protection is required; prevention of unauthorized contacts among prisoners or among prisoners and third parti es.
The officials shall perform the checks of cells and prison on a regular basis to identify any potential sources of endangerment in a timely manner. The officials are trained in crisis situations to ensure the safety of prisoners and to prevent any abuse or inhuman treatment. Video surveillance and other technical means are used that enable to detect any potential risks.
Therefore, in prisons of the Republic of Latvia is ensured uninterrupted and efficient supervision for appropriate response in all situations, safeguarding the safety of prisoners and excluding the dangerous situations, as well as all possible measures are being taken currently for elimination of negative effects of the caste-system.”
