(xii) Bij JetSupport is een risico-inventarisatie uitgevoerd door GAB Robins Aviation Ltd (hierna: GAB Robins). In het rapport van 18 januari 2010 dat door GAB Robins is opgemaakt, staat, voor zover van belang, het volgende vermeld:

It is clear that the company management team is going through a process of change, as within the last four months two key managers (Maintenance Manager & Quality Manager) have departed and have been replaced (the latter to be replaced on a full time basis shortly). From our discussions with the “new” management team we believe that this is a positive development, which was confirmed during our discussions with Mr [A] from the Netherlands Civil Aviation Authority, who is the responsible Auditor for JetSupport .
However, we wish to highlight that, like any company operating within the aviation business, the Quality Manager’s position is pivotal to its success of managing the inherent risks associated with the business. As previously discussed the Quality Manager’s position/function is currently carried out by Mr [B] on a part time (approximately 20 hours a week) basis, which is not ideal.
The search for a full time post holder is on track with the possibility that a candidate has already been identified, Mr [C] . He has held various Quality Manager positions and has formal training to degree level in quality systems. In addition, he has worked as a training consultant and has good IT skills. The appointment of a full time Quality Manager is fully funded/supported by the Managing Director.
Mr [B] was full time Quality manager before his retirement in 2006, during his tenure JetSupport made no claims against their insurance policy. Although maintenance lapses occurred during this period (…) they were reported and rectified before damage was incurred to the subject aircraft, in addition they were subject to a full analysis using the MEDA system and suitable safety guards instigated to prevent a further occurrence.
We recommend that when the full time Quality Manager is employed and that mr [B] acts as mentor, which we understand is already agreed. In addition, we recommend that Mr [B] acts as an external consultant until the end of 2010, to ensure that the systems he designed and implemented are being used/driven correctly.
We noted that during our survey that the hangar seemed untidy, but the basic problem could be traced to lack of storage space. Therefore, we view the future plans to rent another hangar for the relocation of the Coast Guard aircraft and Eclipse product line as a positive development.
During our survey we carried out sample audits on all systems revolving around the product being provided i.e. aircraft maintenance. We can report that JetSupport meets the EASA standards and that a functional infrastructure and monitoring system is in place which aims to identity and reduce the risk factor.(…)”.
